Form ground beef into four patties. Season with salt and pepper.
Warm cast iron skillet over medium high heat. Add beef patties, flipping halfway through. Cook until desired doneness has been reached. Remove from pan, cover with foil to keep warm and set aside.
Reduce heat to medium low. In same skillet, add butter and onions. Cook for five minutes or until onions are transparent. Add flour and combine.
Add water and bouillon to the skillet with onions, stir and bring to a simmer. Cook over medium low heat until you have reached your desired consistency.
In a nonstick skillet, cook eggs either sunny side up or over easy.
On each plate, place one large serving of rice and one large serving of Hawaiian Potato Macaroni Salad. Top with hamburger patty then egg. Pour pan sauce over the top and garnish with scallions.
